The strap (1) slides successively through a mobile pulley block (10) and a return pulley (5) of the fixing element (3) and then again over the pulley block. There are two equal strands (2A,2B) allowing the extension of the strap by bringing the pulley block towards the return pulley. The pulley block is fitted with a return pulley (6) allowing the placing of a third strand (2C).
