PROBLEM TO BE SOLVED: To provide a network access system capable of ensuring speech quality of a practical level, so as to realize economical communication. SOLUTION: In the network access system having: a home gateway apparatus 3 installed to each room of a multiple dwelling house; a gateway apparatus 5 for accommodating all packets from the home gateway apparatuses; and an existing private branch telephone line (a) for interconnecting the home gateway apparatuses and the gateway apparatus, each home gateway apparatus (gateway apparatus) includes a transmission level control section 11a (16a) for controlling a transmission level; and a priority control section 31 (32) for processing a voice packet with priority.
