PROBLEM TO BE SOLVED: To achieve a high-definition and high-density image (enhancing developing efficiency) in an image forming apparatus using small-sized toner. SOLUTION: In a developing means using the small-sized toner, resin carrier is used as developing carrier, so that the concentration of toner and carrier is raised.
