PROBLEM TO BE SOLVED: To prevent a failure of starting of an engine caused by a lack of accumulation force. SOLUTION: A measurement ratchet wheel 23 driven to a rotation of an input wheel and notch fed, and an initial position urging means for urging this measurement ratchet wheel 23 to an initial position are provided. A first ratchet claw 25 and a second ratchet claw 29 for leaving this measurement ratchet wheel 23 at a number-count position are provided. When the number of winding of a power accumulation spiral spring arrives at the target number of winding, a lock of an output wheel 5 is released and the leaving of the measurement ratchet wheel 23 by the second ratchet claw 29 is released. The leaving of the measurement ratchet wheel 23 by the first ratchet claw 25 is released based on a winding action of a starting rope 10 by a recoil reel 1. COPYRIGHT: (C)2004,JPO
