PROBLEM TO BE SOLVED: To provide a surface preparation agent for concrete structures which can easily, quickly and securely repair cracks, gaps, etc., generated in the concrete structures and can improve their durability, and a surface preparation process. SOLUTION: The surface preparation agent comprises a surface preparation agent for waterproofing and a surface preparation agent for durability, wherein the former essentially comprises sodium silicate and water and the latter essentially comprises SiO<SB>2</SB>and Mg(OH)<SB>2</SB>. The surface preparation agent is either sprayed onto, applied to or injected into the concrete, infiltrated and sprinkled and dried to form a water-resistant layer inside the cracks or gaps.
