PROBLEM TO BE SOLVED: To perform comfortable air-conditioning control suitable for the taste of a user while limiting air-feeding to the face of the user, and preventing an effect by the direct hitting of air-conditioning air to eyes of the user from occurring. SOLUTION: A control target-setting device 4 detects the location of the face of a passenger from an infrared image in a cabin which is picked up by an infrared camera 3. Then, the air-blowing direction is set in such a manner that the air-conditioning air from an air-conditioning device 2 is blown while evading the face of the passenger, and a control command in response to the setting is fed to an air-conditioning control device 5. Then, the air-conditioning control device 5 controls the motion of the air-conditioning device 2 conforming to a control command from the control target setting device 4, and the air- blowing direction and the air-blowing strength of the air-conditioning air are adjusted.
