PROBLEM TO BE SOLVED: To materialize a structure capable of having excellent responsiveness, and improving the energy efficiency of an electric motor 5 with a small-sized body. SOLUTION: An auxiliary rotating shaft 29 and an idler shaft 50, and a main rotating shaft 23 rotating on the basis of the operation of a steering wheel are arranged so as to make center axesα,βthereof interest each other. A driving friction surface 38 of the driving disc 37 concentrically fixed with the auxiliary rotating shaft 29 and a drive side idler friction surface 56 of a drive side idler disc 55 concentrically disposed with the idler shaft 50 are frictionally engaged with a follower friction surface 45 of a follower disc 43 concentrically supported with the main rotating shaft 23 and a follower side idler friction surface 47 of the follower side idler disc 44. Abutting pressure between each surface is ensured by conical springs 36, 54. A ratio between a diameter of the driving friction surface 38 and a diameter of the follower friction surface 45 is made to be large, thereby increasing a reduction ratio of a reduction gear 28.
