PROBLEM TO BE SOLVED: To avoid lowering of voice recognition performance of a voice recognition server in advance. SOLUTION: When electric field strength of a received signal lowers below a threshold value, an on-vehicle terminal 1 prohibits input of voice, sends input voice together with data expressing radio wave circumstance to the voice recognition server 4 and stores input voice.
