PROBLEM TO BE SOLVED: To facilitate operation control by measuring an elastic force of a fluid flowing in an actual plant and an air conditioning system in conditions of actual use. SOLUTION: Part of the fluid flowing in a pipe 204 of an actual plant or an air conditioning system 200 is introduced into a measurement section 100 through a connection pipe 6. The measurement section 100 comprises a container 3, a thrust force bearing plate 4 installed in the container, a nozzle 1 installed above the plate, a pump 8 for transferring the fluid, and a flow meter 10. The fluid 30 is jetted as a jet 2 from the nozzle 1 by driving the pump 8, and a displacement of the plate 4 caused by the thrust force of the jet 2 is detected by a force sensor 14 of a force detection section 5 connected therewith.
