PROBLEM TO BE SOLVED: To make potential abnormality affected by water leakage detected positively in the vicinity of a leakage occurrence position, irrespective of a level of electric conductivity of a measuring object, and to enhance precision for detecting the leakage position. SOLUTION: This detector/method is provided with a sealing work structure 1 for laying a seepage control work 2 for an electric insulator in a recess 1a formed in a soil, an impression electrode 3 provided to be movable in an upper side of the seepage control work 2, a grounding electrode 5 provided in a soil side that is an outside of the seepage control work 2, an electric power source 6 for impressing a voltage between the impression electrode 3 and the grounding electrode 5, a potential difference measuring instrument 9 for measuring a potential difference between point electrodes TL, TR, using the point electrodes TL, TR adjacent to the impression electrode 3, and a recording means 12 for recording the measured potential difference together with a moving position of the impression electrode 3, and the leakage position in the sealing work structure 1 is detected based on the recorded potential difference and the recorded moving position of the impression electrode 3.
