PURPOSE: A program and method for reading and analyzing horse racing information is provided to enable persons who want to analyze a race and execute a forecasted activity for receiving a refundment in a horse racing to understand all wanted horse racing information easily and obtain wanted horse racing knowledge using a client program at any time by supplying the client program. CONSTITUTION: Users connect to a web site(S001). If the users want to receive an information service, member authentications of the users are executed(S002). An authenticated user selects a race for a reading(S004). It is checked whether a client program is installed in a user PC(S005). The user connects to a server program having the client program being executed in a web server and receives race information selected by oneself(S007). The user reads and analyzes the race information, and obtains horse racing knowledge(S008). When the learning is completed and the client program is terminated, the user transmits an executed learning activity and obtained horse racing knowledge to the server program, and the activity and knowledge are stored in a DB server(S009).
