PROBLEM TO BE SOLVED: To improve the transmission characteristic quality of an ADSL line by providing a subscriber line with an optimum ADSL line setting parameter. SOLUTION: An ADSL line transmission characteristic testing part 1 performs an ADSL transmission characteristic test before starting an ADSL line service operation to grasp a subscriber line condition. Test result data is stored in a database 2 and is referred to for ADSL line service maintenance. The ADSL line service transmission characteristic testing part 1 also performs a maintenance mode operation as necessary, performs the ADSL line transmission characteristic test even in an ADSL line service operating state and always maintains the latest optimum ADSL line setting parameter for the subscriber line in the database 2.
