PROBLEM TO BE SOLVED: To provide a butterfly valve with excellent sealing performance and low manufacturing cost. SOLUTION: A pin 11 mounted in the bottom near a valve rod inserting hole 2 of an annular groove 5 is inserted in the hole 10 provided on the back of both-ends 6a in the peripheral direction of an elastic seat 6. When a seal member 8 around the valve rod 3 is internally inserted in the valve rod inserting hole 2 by fixing the elastic seat 6 to the annular groove 5 in the state where its end part 6a in the peripheral direction is protruded by a predetermined length from the side surface of the valve rod inserting hole 2, the predetermined length of the protruded part of the elastic seat 6 is compressed to the seal member 8 without moving in the peripheral direction, and both are made to be mutually brought into pressure contact by uniform and sufficient surface pressure to secure sealing performance.
