PROBLEM TO BE SOLVED: To provide a fly ash stabilizing apparatus for adding a chelating agent to the incineration ash generated from an incinerator or the molten fly ash generated from ash melting equipment to perform the stabilizing treatment of the fly ash and preventing the harmful gas originating from the chelating agent from being discharged to a chamber or to the outside of a building as it is to eliminate fear damaging the health of a worker or environment. SOLUTION: The chelating agent for fixing a harmful component is added to fly ash from furnace equipment such as an incinerator, a smelting furnace, or the like, to be kneaded with the fly ash by a kneader 42 and the surface of the obtained kneaded matter is dried during the feed by a drying conveyor to stabilize the fly ash. In the fly ash stabilizing apparatus adapted to this treatment of fly ash, the conveyor is covered with a case 54 to perform drying treatment in the case 54 and the case 54 is ventilated to introduce the ventilation air from the case 54 into the furnate 12 in smelting furnace equipment 10 or into the exhaust duct 26 from the furnace 12 through an introducing pipeline 66.
