PURPOSE: An apparatus for heating and cooling is provided to maximize efficiency of heating and cooling without using pollutive material such as refrigerant, and to simplify structure to reduce size thereof. CONSTITUTION: An apparatus includes the first duct(10) having an air inlet(11) and an air outlet(12) formed thereon to introduce outdoor air and circulate to indoor side; the second duct(20) installed to introduce and discharge outside air only; a heat exchanger(40) installed to be extended over insides of the first duct and the second duct to supply cold or heat to the first duct as flow of current supplied thereto is switched; and a switching unit(50) switching flowing direction of current supplied to the heat exchanger. The heat exchanger includes a peltier element(41) heating and cooling depending on supply of power; the first heat transfer plate(42) and the second heat transfer plate(42a) attached on both sides of the peltier element, respectively; a plurality of conducting pipes(43) laid in the first heat transfer plate and the second heat transfer plate, and bent and protruded in vertical direction; a plurality of fins(44) attached to the conducting pipes in longitudinal direction at regular intervals; an insulating plate(45) attached on one sides of the first heat transfer plate and the second heat transfer plate; angle steel(46) attached on both ends of the fins; and a filter(47) detachably inserted into the angle steel to purify air discharged through the air outlet.
