PROBLEM TO BE SOLVED: To provide a user with a lease contract for consequently leasing expensive equipment at a relatively lower rate for a long period of time by suppressing a service cost that occurs due to maintenance and user support for the user while releasing the user from a state in which the user is placed under the restraint of equipment obsolescence.

SOLUTION: A lease program constructing device evaluates the merchantability of a lease that can perform one or a plurality of upgrades during the same lease contract term without the accompaniment of a change in a lease charge. The lease program constructing device has a control part for receiving condition setting about a lease and a merchantability evaluating part for receiving information about the condition setting from the control part and using the information to evaluate the merchantability of the lease.
