PROBLEM TO BE SOLVED: To provide a packet communication control method and apparatus which effectively put network resources to practical use, without depending on a managing system for integrally managing the network resources. SOLUTION: Band-managing parts 102-1, 102-2 grasp the residual bands of all links, by mutually informing the residual band of all the links between apparatuses in a ring-shape mesh. A route control part 104 finds a flow via a link in which the residual band is lower than a first threshold, from among flows from self apparatus 10 to the other apparatuses in the ring-shape mesh. The route control part 104 switches over the flow route in reverse, and decides whether the expected residual band, after switching of all the links which the flow passes, is at least a second threshold. When the expected residual band is at least the second threshold, the route control part 104 switches over transmission part 103-1, 103-2 for transmission, packets of the flow. COPYRIGHT: (C)2004,JPO
