PURPOSE: An apparatus and a method for adjusting a picture of a monitor are provided to compensate reduction of brightness due to output of a video signal having a low level by improving partial or whole brightness of a screen. CONSTITUTION: A user interface unit(21) is provided so that a user inputs contrast and an auxiliary brightness set command. A microcomputer(22) outputs a contrast adjusting signal according to the contrast set contents of the user and outputs auxiliary brightness generating information to adjust brightness at a picture area corresponding to the contrast set contents. An OSD(On Screen Display) integrated circuit(23) generates an auxiliary brightness signal corresponding to the auxiliary brightness generating information of the microcomputer. A video processor(24) overlaps the contrast adjusting signal with the auxiliary brightness signal, and amplifies an external input video signal by an amplification gain corresponding to a level of the overlapped signal. A CRT(Cathode Ray Tube)(25) displays output of the video processor.
