PROBLEM TO BE SOLVED: To distinguish not only a direction and fineness of a pattern but also a regular pattern from an irregular pattern. SOLUTION: A band dividing part 2 divides an image input from an image input part 1 into a plurality of bands. A representative calculating part 3 calculates a representative about the each band of the image divided into the bands. A regularity determining part 4 scans the each band of the image divided into the bands to obtain a one-dimensional signal, normalizes two-dimensional coordinate information to be accumulated determining-directionally, and calculates a degree of projection for indicating intensity of regularity.
