PROBLEM TO BE SOLVED: To obtain a catalyst for pre-polymerizing an olefin compound that has high activities and contributes to the stabilization of the manufacturing process and the decrease in the manufacturing cost, and to provide a method for manufacturing a polymer using the catalyst, which polymer has excellent granulation properties, less attachment to a polymerization tank and less fish- eyes. SOLUTION: The catalyst for manufacturing the pre-polymerized olefin compound is obtained by bringing the following components (A) and (B) into contact to obtain a product, bringing the resultant product into contact with the following component (C) if necessary, and adding the olefin compound thereto to conduct the pre-polymerization. The catalyst is characterized in that the crushing strength of the component (B) is 3 MPa per grain or more and the intrinsic viscosity [η] is 0.5-2.5 dl/g Component (A); a metallocene transition metal compound, Component (B): granulated and layered silicate and Component (C): an organic aluminum compound.
