<P>PROBLEM TO BE SOLVED: To enhance prevention of crime against a bill filling/recovering device and a coin filling/recovering device used for filling to/recovering from a money handling device and to ensure safety. <P>SOLUTION: When the bill filling/recovering device and the coin filling/ recovering device and loaded/unloaded in order to carry out filling/recovering of money against a POS register 2 and an ATM 3, i.e. a money handling device, it is recognized that a person is a correct person in change by an individual recognition means provided on a door of a load-carrying platform of a delivery car 7.
