PROBLEM TO BE SOLVED: To provide an inexpensive white smoke preventing method by a white smoke preventing air heating device capable of corresponding to normal weather changes. SOLUTION: A target exhaust gas temperature according to outside air conditions is calculated. When the target exhaust gas temperature is lower than a measured cleaning gas temperature, the amount of exhaust gas is decreased by reducing refuse supplying amount, and the generation of white smoke is prevented by improving a relative ratio of low temperature white smoke preventing warm air. When the white smoke is generated or the generation of the white smoke is estimated as above mentioned, bag filer inlet temperature is raised, then the amount of the exhaust gas is decreased.
