PROBLEM TO BE SOLVED: To provide a decorative panel preattached external heat insulating precast concrete plate for preventing a crack of a decorative panel by relieving stress concentration on the decorative panel of an anchor tool. SOLUTION: The decorative panel 1 forms a pair of slit grooves 1a obliquely cut in at least one place of the reverse so as to mutually approach for turning to the surface side from the reverse. The anchor tool 4 has a pair of locking claw pieces mutually connected by curvedly forming a steel plate, a shaft part 4d having one end part connected to the pair of locking claw pieces 4a and 4b, and an anchor piece 8 freely attachable to and detachable from the other end part of the shaft part 4d. The pair of slit grooves 1a are locked by the pair of locking claw pieces 4a and 4b. The anchor piece 8 is installed in the other end part of the shaft part 4d for penetrating a heat insulating board 7, and the anchor piece 8 is embedded in backing concrete 2 by placing of the backing concrete 2 from above the heat insulating board 7.
