PROBLEM TO BE SOLVED: To provide a low cost and energy-saving an air-conditioning system blowing air from a floor capable of skeleton heat storage, and an air- conditioning method.

SOLUTION: A double floor chamber 21 is formed under a floor. When air- conditioning an air-conditioning area 10 where a ceiling return air chamber 23 is formed on a ceiling, the air supplied into the double floor chamber 21 from an air conditioner 29 is sent into the ceiling return air chamber 23 through a duct 60 without passing the air-conditioning area 10 before air-conditioning the air-conditioning area 10. Thereby, the double floor chamber 21 and the ceiling return air chamber 23 can reserve heat quickly and in saving energy.
