<P>PROBLEM TO BE SOLVED: To provide a reflection preventing film which has low reflectance and is excellent in scratch resistance and an image display device using the reflection preventing film. <P>SOLUTION: Such reflection preventing film is provided that has, on a transparent supporting body, a low refractive index layer having a refractive index lower than that of the transparent supporting body in which the low refractive index layer contains inorganic fine particles and which such has a structure that the inorganic fine particles are unevenly distributed on the supporting body side or on the surface side.
