PROBLEM TO BE SOLVED: To provide a perpendicular magnetic recording medium and its manufacturing method to shrink and equalize the diameter of crystal grain of a magnetic recording layer and to reduce the interaction between grains. SOLUTION: This method is a manufacturing method of the perpendicular magnetic recording medium laminating a base layer 2, the magnetic recording layer 3, a protective coat 4, and a fluid lubrication agent layer 5 in order on a non-magnetic base 1. Further in the method, when film formation of the base layer 2 and/or the magnetic recording layer 3 is performed by the sputtering, at least the base layer 2 or the magnetic recording layer 3 is formed by performing intermittence discharge by applying pulse voltage.
