PURPOSE: A cover hinge device in a portable phone is provided to install an image photographing camera at a hinge device in order to stabilize the installation state of the camera and to prevent the loss of the camera. CONSTITUTION: A deceleration part in a cover hinge device is comprised of a cylinder(2820), the first pinion(2810), an internal gear waviness cylindrical gear(2830), the first planet gears(2840), the first rotary plate(2850), the second pinion(2860), the second planet gears(2870), the second rotary plate(2880), a plat spring(2890), the third rotary plate(2900), and a cap(2910). The cylinder(2820) is connected to the internal space of a camera housing. The first pinion(2810) is connected to the first rotary axis(2552) of a motor part. The internal gear waviness cylindrical gear(2830) is connected to the inside of the cylinder(2820). The first planet gears(2840) travel along the inner circumferential side of the internal gear waviness cylindrical gear(2830) when the first pinion(2810) is rotated. The first rotary plate(2850) is inserted into the cylinder(2820). The second pinion(2860) is connected to the second rotary axis(2854). The second planet gears(2870) travel along the inner circumferential side of the internal gear waviness cylindrical gear(2830) when the second pinion(2860) is rotated. The second rotary plate(2880) is inserted into the cylinder(2820). The plat spring(2890) having an elastic wing(2892) is inserted into the cylinder(2820). The third rotary plate(2900) having a square-shaped boss(2902) and a fixing axis(2904) is inserted into the cylinder(2820). The cap(2910) having a penetration hollow and bosses(2914) is connected to the cylinder(2820).
