摘要 <p><P>PROBLEM TO BE SOLVED: To provide an image compression encoding apparatus for conducting quantization with a different quantization matrix depending on the luminance of image information, so as to reduce the deterioration in the image quality of a dark image. <P>SOLUTION: The image compression encoding apparatus includes: a measuring unit 11 for receiving image information comprising a plurality of frames and measuring the luminance; a quantization matrix decision circuit 12 for selecting one weight coefficient from a plurality of weight coefficients QM1, QM2 on the basis of the luminance and supplying the selected coefficient; a conversion circuit 14 for receiving the image information, applying orthogonal transform processing to the image information and outputting a conversion signal; a quantization processing circuit 15 for quantizing the conversion signal into quantization information on the basis of the supplied weight coefficient; and a variable length encoding circuit 16 for encoding the quantization information to output a compression encoded signal, and the apparatus reduces a quantization error of an image with low luminance to suppress deterioration in the image quality. <P>COPYRIGHT: (C)2004,JPO</p>
