PROBLEM TO BE SOLVED: To provide a magnetizing device and a magnetizing method, which are capable of magnetizing all poles and enhancing a magnetic force. SOLUTION: The magnetizing device 20 is equipped with a first magnetizing unit 21 provided with a first magnetic pole array where N poles and S poles are alternately arranged and a second magnetizing unit 22 which is arranged so as to confront the first magnetizing unit 21 through an objective magnetization member arranging space and provided with a second magnetic pole array where S poles and N poles are arranged in an opposite array to that of the first magnetic pole array. The objective magnetization member is sandwiched between the first magnetizing unit 21 and the second magnetizing unit 22 to be magnetized.
