PROBLEM TO BE SOLVED: To provide a video conference system or the like capable of executing a particular remote place interaction by many people made via a plurality of terminals.

SOLUTION: The video conference system for realizing a two-way interaction via a plurality of the terminals connected by a transmission means (27) is provided with: a management table (250) for managing an interactive state for cross-references users in an interactive state among users together with an interactive history of the respective users (3A to 3C) of the plurality of terminals registered in advance as conference participants; and a communication control means (200) for controlling data transmission/reception among the users for each pair of the interaction among the users (3A to 3C) while referencing the management table (250) and reorganizing a set of the interactive users among the users while sequentially updating the management table (250) so as to switch the interactive opposite party of each user in a prescribed timing.
