PROBLEM TO BE SOLVED: To allow an engine ECU 10 to decide whether a fact of an entire onboard communication system unable to be shifted to a sleep state results from a fault or not.

SOLUTION: A microcomputer decides whether or not an engine is driven when an ignition switch is turned on by a key operation (step 200). When the decision indicates that the engine is stopped, the microcomputer decides whether or not a stop state of the engine rotation is consecutive for a preset period or over in an on-state of the ignition switch (step 210). The microcomputer discriminates that the system unable to be shifted to the sleep state is faulty when the stop state of engine rotation is consecutive for the preset period or over in the on-state of the ignition switch and transmits a notice signal for informing of the fault to an external notice ECU 60 via a driver receiver and a bus line (step 220).
