PROBLEM TO BE SOLVED: To regulate use of a portable electromagnetic wave communication terminal appropriately. SOLUTION: The communication system comprises closed space communication management units 2A-2D, and portable electromagnetic wave communication terminals 3A-3D. The closed space communication management unit 2A-2D is provided with an alarm signal transmitter for transmitting an alarm signalαof weak electromagnetic wave having no adverse effect on the human body or various electronic treatment units carried on the human body into a closed space. The portable electromagnetic wave communication terminal 3A-3D is provided with a detector 6 for detecting the alarm signalα, and a unit 7 for stopping the electromagnetic wave communication function in the high frequency band in response to detection of the alarm signalα.
