PROBLEM TO BE SOLVED: To provide a means for making the top water surface of a storage and an infiltration facility always safe and usable which temporarily stores a large amount of water overflowed from the bank of a river, as a countermeasure against floods. SOLUTION: This facility comprises a storage and an infiltration facility placed underground and a rubbish removing facility; and the rubbish removing facility is located in front of holes for running water of the storage and infiltration facility which has a body with a plurality of hollows having the similarly shaped openings and hollow molded bodies fixed each other for running water for receiving, storing and infiltrating the flood water.
