The documents (16) are fed into the nip between first and second cutting rollers (12b,13b). The cutting knives on the two rollers overlap, and the second roller is of greater diameter than the first roller. The rollers rotate at different speeds in opposite directions (n1b,n2b). Coarsely chopped pieces of paper (19) emerge from the first pair of rollers and are drawn into the nip of the third roller (14b). The third roller may be of the same diameter as the first roller and rotates (n3b) at a different speed in the opposite direction to the first pair of rollers. Finely chopped pieces of paper (18) emerge from between the second and third rollers.
