PURPOSE: A system for designing an IP(Internet Protocol) network is provided to overall consider service characteristics, communication network structures, GH(Global Hub) traffic distributions, quality standards, and equipment performance, and to calculate link facility capacities for each node, thereby designing the IP network to have the capacities similar to a substantial available ratio. CONSTITUTION: A data input unit(10) inputs the number of subscribers, line traffic, traffic distributive parameters, GH routing information, and available network interface information. A node offered traffic calculator(16) calculates offered traffic according to each node by using the subscribers and the line traffic. A node link traffic calculator(18) calculates link traffic between the nodes by using the offered traffic, the parameters, and the routing information. A link design traffic calculator(20) calculates link design traffic corresponding to a preset compensation range for the node link traffic. A link facility capacity designing unit(22) calculates link facility capacities by using the link design traffic and the interface information. A controller(12) applies corresponding information to each unit.
