PROBLEM TO BE SOLVED: To provide a data transferring method, a data transmitter, and a data receiver which improve the transmission quality in a radio section, and reduce the number of retransmission times of an error packet. SOLUTION: The data transmitter 109 for relaying packets sent from a distribution server to terminals comprises a high priority sequence number control means 81 for incrementing and storing the values of sequence numbers corresponding to high priority packets only, if higher than a specified level value, among the transmitted packets; and a sequence number correspondence control means 82 for storing the correspondence relation of the sequence numbers of the transmitted high priority packets, to the incremented values of the high priority sequence numbers, so that the values of the high priority sequence numbers of the transmitted high priority packets stored in the control means 82 are inserted in packets to be sent and transmitted.
