A system for generating power, including: a barrier partially dividing a bod y of water subject to tidal effects into two regions of water such that said regions of water have differing water levels over a tidal cycle; a passage i n said barrier for placing said regions of water in fluid communication with each other; and means within said passage responsive to flow of water for driving a power generation means; wherein water flows from one of said regio ns of water to the other of said regions of water via said passage when said regions have differing water levels during said tidal cycle.
