PURPOSE: Provided is an apparatus for eliminating sulfur oxides and dioxine, the apparatus being capable of simultaneously removing hazardous gas and dust by continuously spraying water to a dust collecting plate. CONSTITUTION: The apparatus comprises a housing(16) with a flue gas inlet(1) at a first side and a treated gas outlet formed at a second side opposite to the first side, a water sprayer(3) for spraying water inside of the housing(16), a water collecting unit(14) for collecting the sprayed water to be reused, a porous plate(11) vertically installed in the housing(16) near the inlet(1) for distributing introduced flue gas uniform in the housing(16), a plurality of dust collecting plates(5) vertically installed at regular intervals at rear side of the porous plate(11) in the housing(16), a plurality of discharge electrodes(6) which are vertically arranged in the housing(16) between respective discharge electrodes(6), a plurality of plumbs(15) connected to lower ends of the corresponding discharge electrodes(6), respectively, and rested in corresponding holes formed in a grating plate(15) under the housing(16) for preventing swing of the discharge electrodes(6), a water spray valve(9), and an adsorption layer(40) being formed of activated carbon and arranged in the housing(16) at a rear side of an electrostatic dust collecting layer(30) being comprised of the discharge electrodes(6) and the dust collecting plates(5).
