PROBLEM TO BE SOLVED: To smoothly supply bands. SOLUTION: In the case of supplying a band pallet 74 loaded with the band 71, a supply elevator 67 rises the lift the band pallet from a carriage 77, and rise of the supply elevator 67 is stopped when the band pallet 74 is projected from a band pallet carry-in port 56, and a supply side band pallet support mechanism 57 supports the band pallet 74, and the supply elevator 67 is lowered, and thereafter, a supply side band pallet carrying mechanism 59 supports the band pallet 74, and a band pallet extruding mechanism 61 transfers the band pallet 74 to a discharge side band pallet carrying mechanism 60. In the case of discharging a vacant band pallet 74, after the discharge side band pallet support mechanism 58 supports the band pallet 74, the discharge side band pallet carrying mechanism 60 moves back to release the support by the discharge side band pallet support mechanism 58, and a discharge elevator 68 receives the band pallet 74.
