PROBLEM TO BE SOLVED: To provide a powder material suitable for forming a coating layer mainly consisting of metal nitrides on a substrate, which is used as an outmost layer or an underlayer for forming another coating layer, and to provide a manufacturing technology therefor. SOLUTION: The composite cermet powder is a mixed powder consisting of a metal, a nitride of the metal and an oxide of the metal, and comprises combinations of the metal which is one or more elements selected among Si, Al, Ti and Zr, the nitride corresponding to the metal, which is one or more compounds selected among Si<SB>3</SB>N<SB>4</SB>, AlN, TiN and ZrN, and the oxide corresponding to the metal, which is one or more compounds selected among SiO<SB>2</SB>, Al<SB>2</SB>O<SB>3</SB>, TiO<SB>2</SB>and ZrO<SB>2</SB>.
