PROBLEM TO BE SOLVED: To provide a new two-dimensional (planar) optical waveguide and a method of manufacturing the same. SOLUTION: The method of manufacturing a planar optical waveguide comprises: a first step of preparing a member having a structure 102 comprising a thermoplastic material on a substrate 100; a second step of deforming the structure 102 by heat treatment; and a third step of forming an optical waveguide section 112 on the structure 102 and the substrate 100.
