PROBLEM TO BE SOLVED: To prevent an image quality from being deteriorated by making leakage resistance of an electrostatic charge from the soft elastic body of a developer regulating member to a metallic base material uniform and small without having unevenness in a longitudinal direction. SOLUTION: A developing device or an image forming apparatus for visualizing an electrostatic latent image formed on an image carrier to a toner image by forming the thin film of toner by suppressing a toner quantity by bringing the top end part of the developer regulating member 2 constituted by sticking a conductive soft elastic body 5 to the metallic base material 3 into press-contact with a developer carrier 1 is provided with a non-sticking area 6 in which the soft elastic body 5 is contact- energized to the metallic base material 3 by elastic deformation in a press-contact state at the top end part of the developer regulating member 2 brought into press- contact with the developer carrier 1, and the soft elastic body 5 is contact-energized to the metallic base material 3 in the press-contact state of the developer carrier 1, so that the electrostatic charge is leaked. The non-sticking area is made as a lubricating layer coated with conductive grease or a conductive paint and the soft elastic body 5 is prevented from being attracted in the metallic base material 3, so that contact-energizing without having the unevenness is realized.
