PROBLEM TO BE SOLVED: To rationalize the common use of drain equipment between a plurality of buildings each having drain equipment. SOLUTION: This piping sleeve structure is provided with a floor drain receiving hole 8 arranged in a waste treatment building 12 in a nuclear power plant, a drain sump tank 3 arranged in a turbine building 11, a piping 9 buried in concrete at a height ranging over an area of a thickness L of a floor in the waste treatment building 12 and passed through the side wall 21 of the turbine building 11 to communicate with the drain sump tank 3 and the floor drain receiving hole 8, an outer sleeve 6 arranged in a through-hole 23 perforated in the side wall 21, an inner sleeve 7 buried inside the concrete at one end and passed into the outer sleeve 6 at the other end, and a rubber boot 13 cutting off the inside and the outside of the turbine building 11.
