PROBLEM TO BE SOLVED: To provide an apparatus, a dictionary and a program for recognizing characters at a high speed. SOLUTION: An image input unit 1 inputs image data. A character recognizing unit 2 classifies the image data into a character region, a table region and a photography region and the like. The character region and the table region are subjected to character row segmentation processing and character segmentation processing, and compared with a previously registered matching dictionary 3.
