The cutter has a main body (3) and a base plate (5) with a slot above it for insertion of the floor covering (2). A separate independently and relatively moveable pivoted cutter blade carrier (4a,b) with moveable blade (7) is positioned on either side of the main body. A spring device (11) between each carrier and the main body is for automatic return of the cutter blade from cutting into non-active position. Each blade carrier moves to and fro along a guide (13) on the side of the main body. Each guide is inclined towards the floor covering fitted into the slot. A setting device, e.g. a screw to set the depth of a cut, is positioned between main body and blade carriers.
