The exercise bicycle (1) has a frame pivotally fixed to a base at one end. The bicycle has a driven wheel fixed for rotation to the base and connected to a driven resistance eccentric flywheel mass. The frame is engaged with the flywheel by a roller so that it pivots when the flywheel rotates. The driven wheel has a pedal crank (4) for driving by the user.
