PROBLEM TO BE SOLVED: To obtain a coating material composition which is suitable as a coating material for a metal steel plate used for food containers, home electric appliances, office supplies, and the like, and is particularly applied to metallic cans for food and drink, and the like, to give a coating film excellent in processability, adhesion to a metal and retort resistance, and to provide a coated metal plate coated with the coating material composition. SOLUTION: The coating material composition comprises two kinds of polyester resins (A) and (B), where the polyester resin(A) comprises a dicarboxylic acid component comprising therephthalic acid, isophthalic acid and an aliphatic dicarboxylic acid and a glycol component comprising an aliphatic glycol having a side chain and ethylene glycol, while the polyester resin(B) comprises a dicarboxylic acid component comprising an aromatic dicarboxylic acid and an aliphatic dicarboxylic acid and a glycol component comprising an aliphatic glycol having a side chain and ethylene glycol, and the mixing ratio of (A) with (B) is such that (A)/(B) is (90-50)/(10-50) in terms of mass ratio.
