PROBLEM TO BE SOLVED: To set an optional shared file as a file to be cooperatively worked at an optional point of time without temporal restriction with a group at least one user belongs to as a unit in a cooperative work performed by a plurality of users on a network by sharing files.

SOLUTION: A cooperative work control part 19 automatically sets and changes group-wise access rights managed by an access right database 15 and an access right management part 16 based on process definition information in which the unit of a cooperative work performed by an optional set of group accounts stored in a process database 18 is taken as a process, whereby a file system control part 12 controls a processing such as browsing, correction and updating of files to be cooperatively worked accumulated in a storage device 11 by individual users who belong a group based on the access right.
