PROBLEM TO BE SOLVED: To provide an electrolytic capacitor having low ESR characteristics. SOLUTION: Since a capacitor element produced by winding a separator and an electrode foil where agreegate of micro particles of aluminum or aluminum oxide becoming self-similar in the length range of 2μm-0.2μm in adhering to one side or both sides of a smooth aluminum foil includes a water soluble metal complex containing phosphoric acid, and electrolyte containing water as a principal solvent, resistive component of the electrolyte between the electrode foils decreases and contact resistance of the electrode foil and at the joint of the electrode foil and the electrode lead-out terminal also decreases resulting in an electrolytic capacitor having low ESR characteristics.
