<p><P>PROBLEM TO BE SOLVED: To improve the portability and reliability of a system for performing supervisory control by reducing labor and cost. <P>SOLUTION: A distributed supervisory control system including controllers 11, 12, 13, etc., a control LAN for exclusive use and a operational computer 41 for exclusive use performs intensively supervision for facilities such as valves 1, 2, 3, at a site from a central supervisory room 40. When it is necessary to recognize directly a status of the facilities at the site, an operator performing the supervisory control in the supervisory room 40 by using the operational computer 41 acquires an operational priority to a portable small PC 71 as a patroller/operator 70 to carry the PC 71 and performs supervision over operations while recognizing a status at the site.
